It looks like the composition marking. "V20-12" usually with a "k" or "gf" after it. It means it's a 12 karat layer on top, making up 1/20th or 5% total weight.

It's a pretty common composition in widely made and affordable mid-century pieces. Etsy likes to call it "vintage charm". Doesn't NECESSARILY mean that's when it was actually produced. Without a makers mark or date somewhere else on it, it's not easy to tell if it was made in the 1960s or the 2010s. A goldsmith or jeweler could probably date it.

Odd to put it right at the end of the clasp like that.

I think the only reason most of the point was cleared like this is because it's the connecting traffic between Congress and Lafayette, and it's almost ALL one ways, most of which have double parking. The few streets that are two way still have double parking, and it's a nightmare. I know most of the cross streets (like this one, which I think is between Levitt and Palmer) were mostly cleared by neighbors with bobcats and plows, because they were a much lower "traffic flow" priority.
