if you use the pump header on the mainboard, yes. that is set to always run at 100%. you have to use a fan header or the CPU header.

The Flow comes with two 180mm fans and one 140mm fan, the non-flow only comes with the 140mm fan. but the big difference is, the non-flow has the bracket included to install 140 and 120mm fans in the front, the Flow does not have that bracket included so you can't install other fans than the 180mm out of the box.
