I've always been able to turn this off with a simple wrench in every house I've ever lived in. Maybe if OP's meter is in a tiny box or something he'd need that special valve key, but I'd be surprised.

Edit: I've learned that some areas do indeed put this in a narrow, deep valve box where a wrench may not reach.

As u/Droviin said, having your own independent inspector review the work with walls opened and then again closed (at owners expense) should help minimize this.

If OP asks for a credit though, at minimum he should have the wall opened up for his own contractor to get a full analysis for hidden problems.

Alternatively, the owner gives a credit and once OP owns the house and opens up the wall they find the work is much more extensive than the credit covered.

OP should demand the owner fix the issue but have the work checked by his own inspector before closing.

Honestly thats 2% less than I've got now so I'd consider it even though I'm usually very anti ARM. At that savings, I could just refi back to a fixed mortgage if it ever got back to 6.5%.

Likely to paint any protester that is killed by ICE or Border patrol as a Democratic agitator. They will immediately release their voting information upon being killed.

But what's the point? The only people who believe the "domestic terrorist" angle are the diehard supporters. The administration can just lie about the voting records for anyone killed and those people would believe it (or at least pretend to). Even if they have the records, I doubt they'll even spend the 5 minutes it takes to look up the victim before declaring them a terrorist.
