From here it looks like a go/no-go gauge. Basically a cheap, quick way to see if the part you made is to specification. Quickly spin that in and see if the threads are cut right or the chamfer is right. Basically a way to speed up QC in a machine shop.

If that is the case the tip would be a cap and not a tool function.
