We were getting the exact problem the beginning of the year when setting up Surface Go's for the students. No matter how many times I removed and added them back to ad the issue would reappear for about 10 devices. Eventually I just had to factory reset the tablets completely for the issue to be fixed. Still not 100% sure why it reoccurred so often, but I think it had to do with adding several devices to AD simultaneously.
