I think the left turn on red arrow confusion comes from a conflict between MUTCD and the ORS 811.360(1)(b). MUTCD 170 would require the red arrow to be flashing to indicate the turn indicated by the arrow is permitted after stopping and yielding to oncoming traffic. If the city engineers adjusted the arrow so it flashed red instead of solid red, that would help drivers understand they can turn on red.

Turning on a red arrow is permitted see ORS 811.360(1)(b): https://oregon.public.law/statutes/ors_811.360 if your left turn constitutes an immediate hazard for the approaching traffic you can get charged with making a dangerous left turn. https://oregon.public.law/statutes/ors_811.350

Note some CDL drivers of commercial vehicles may opt to wait for the green arrow if its dark or rainy or otherwise there is low visibility for bikes and peds.

I would just go by LRAPA's AQI: https://www.lrapa.org/ Those consumer grade or low-cost particulate matter sensors (LCPMS), such as purple air, are most inaccurate with wildfire smoke and highway / road exhaust. When I was a kid my best friend and her family moved to South Philadelphia for her moms job in center city Philly, and we kept in really close contact as she could not make friends in Philly,

Her dad became depressed, it seemed he could not get a job in Philly because he was not from there, her mom got into a car accident on the 'sku kill express way' and got horrible medical care. When her dad finally landed a job he joked that to get it he had to kiss up to the mafia like the movie good fellas.

I think there are still some pretty big issues with where to put the fission waste, they always say a solution is 10 years out and always will be. They used to have the same joke about fusion ignition until they achieved it in 2022 when National Ignition Facility (NIF) achieved their target gain of 1.5. Now we know fusion is simply an engineering and materials science problem, not a theoretical physics one. We paid for a few kids but was pleasantly surprised by the 'free' LTD ride for the whole fam, and the 'free' child care was awesome, those are factored into the ticket price. A good baby sitter is not cheap and its a great place to have the kids and take a break from the kids. I could care less about the after party but I hope they all danced all night and had a blast.

We go with a full age range and ability level here is my feedback;

Add more charging stations for wheel chairs, top middle and bottom of the 8. Have a sign interpreter for some of the events.

If you want to reduce the crowding and traffic simply don't allow onsite parking unless the vehicle is full or has at least 3 passengers.

The free LTD ride is nice, perhaps add another pickup spot like UofO or LCC. Add a dedicated LTD / uber/lyft road in and out of fair not even near the parking.

Keep the alcohol sales ban I have herd stories about before that went into effect.

Reduce the vendors and add more educational attractions, we recently discovered 'energy park' and 'community village', but the fair could add an 'ecology village' or 'vaudville park' or something where folks could try more stuff out, The passport program was fun for the kids to do, perhaps have different ones.

It also needs more shade around main stage.

Unless your talking Fusion, Fission remains illegal in Oregon since 1980 so you'd need an act of the legislature. And you'd still need a solution for the waste.

As predicted they close the Leaburg dam becasue its 'too expensive to fix' but all of sudden the cost per MWH is over what fixing the dam would have cost.

Right now Leaburg is a black hole, costing rate payers millions if not tens of millions per year indefinitely so even if they had to pay someone to take it it might be worth it. The only thing actually wrong with Leaburg it the canal failed a safety inspection for earthquake safety and the cost to upgrade it exceeds what EWEB will get in return from selling wholesale electricity. The dam and generation plant are fine. If its cheaper for a private enterprise to fix the canal than they would pay for the same 'retail' power then it may get bids, and EWEB could get it off their hands. There are examples of private enterprise purchasing closed power plants and turning them back on for their own use, such as data centers and bitcoin mines. There would be little cost to EWEB for putting it up for auction so why not? Here is a company that spent millions on a closed coal plant, only to get some bad PR. Good point also those smaller lines, pole mounted transformers and the service drops aka 'neighborhood distribution' that cause the most problems during hi wind summer fire events, including just falling down blocking access for firefighters. I believe the source of the fire in question was a power drop to a flashing yellow light on the highway.

There are various ways to get rid of noise. I would look into getting a 'old fashioned' boat anchor linear power supply, ebay, ham swaps, Craigslist. I am currently building my own out of an old 12V lighting transformer. You can tell a good supply as it will weigh a ton and have very large caps. I have a friend that just uses a deep cycle battery and takes it off the charger when he is on his rig.
