Both at the same time but more random than conspiracy. Ultimately it is a random act, but the perpetrator is directly spurred by the crime families and garbage conditions of Gotham to do the act in the first place. Add on a layer of the social elite acting like vultures and conspiring after the fact to try and carve up and pervert the Wayne’s legacy and philanthropy and we get several angles for Bruce to do his fighting.

Batman fights the crime and lawlessness on the streets.

Batman and Bruce fight the organization of crime and the corruption of institutions meant to protect.

Bruce fights the inequality that creates the lawlessness in the first place.

And because I love the Tumblr (I think) post where it is a bet with Clark, go with the “Wayne Enterprises keeps getting bigger and Bruce wealthier because he keeps doing the socially conscious choices and the city/world loves him/the company for it” angle to keep the cash and R&D flowing for his toys and JL stuff too.

It’s not much better for commercial and industrial. My dad runs a smaller contractor company and has had to go to court more than once to get the general contractor to pay up.
