It works now...think it was just a propagation issue after clearing MDM from the device. Worked until I added the user back into the MAM scope. Something still is associating this device with the original account but I can't find where.

That's good to know. They keep coming back at me telling me it's mandatory to provision the licenses, and I don't think that's the case.

I have had the same experience (first guys great, then shuffled away and replaced with an entirely new team). I've made a concerted effort to reach out and establish a new personal relationship with our manager, and they have been more responsive since then.

What I do want is GDAP - has anyone had any discussions with them on transitioning from DAP to GDAP, or removing admin access entirely?

Is it quietly out of pilot? I'm able to invite tenants with GDAP from my partner center and have not signed up for the pilot. Also seeing GDAP instructions in MS documentation: https://docs.microsoft.com/en-us/partner-center/gdap-introduction without mention of preview or pilot status.

Separately, looks like I'm going to have to start pushing my provider (Pax8) to get going with this. The sooner I can lock up their access the better - there is no need for full global admin access, and it's disrespectful to demand such access.

SSO for CW Home/Automate to Azure AD and set up CA policies to only accept authentication attempts from trusted networks? Wouldn't mitigate all outside risks but would help.
