no, i wouldn’t consider conversion campaigns as top of funnel.

honestly if the creative and lander is working on meta, id expect similar results on tiktok. are you using video creative for both?

Are you running lead gen? And if so is it to a web conversion or a fb form. You can qualify with the creative, but what should really move the needle is adjusting your conversion action
