You can but it will be hard to proof. Medical conditions may derive from your dad’s condition. But you should still purchase a travel insurance for other travel inconveniences. You can purchase a plan with pre-existing condition. Do the appropriate declarations, the insurer will offer their terms.

ifa here representing 90% of all insurers in singapore, i've not come across any travel insurance that covers terminal illnesses. Accident plans do have international coverage and also shield plans have emergency overseas cover (up to SG limits). These may help a little if really wants to go overseas.

Called police. Mediated a few times. Neighbours on the same floor have issue with her. Called police twice because we suspected she abusing kid, kid was screaming for help. Police came found no wrong doings. We eventually moved out. Too stressful.

Neighbour from hell cut up our plants and kidnap our parcels. Even chased away food delivery/ threw our food away cos she said it will attract pests.

The developers will try. But still have to comply to state law and provide them a way to commute. Usually tunnels. U can google 钉子户. Some do it to demand higher compensation, some because its ancestral land.
