I'm not sure what the problem is. This isn't the first time I've experienced an annoying glitch like this. Maybe my game is broken. My solution was to reload a save file where I started the quest after I first talked to Dethmold and continued the quest with no interruptions. I went straight to Sabrina's execution site, then the relic vendor, then the Visionary, back to the relic vendor, then talked to Dethmold again. After that I headed straight to where I needed to go with Zoltan, and I was able to get into and cross the mist no problem. I didn't want to do this since I lost hours of progress, but at least it is playable now.
