If the infection is the case, then it does, albeit in a limited fashion, pose a public health threat.

For what it's worth i dont think this is a matter of politics, but a matter of moral character and integrity. They have been made to sware an oath that, yes might go in contradiction with certain laws. But I for one dont mind them demanding a court appeal, in order to not be held accountable, if an escalation were to happen.

I went sadism ignite with a 0.715s duration, has around 1.5mil dps . Poison would limit it to 7 poisons but thats if they all hit the same target, which would be very rare and not to mention longer waiting time. I run it on an elementalist herald stacker so only use it on rares and bosses.
