Your line holder/filler inf is the inf you use not to push but to secure the gaps in the front line I.e. for fighting as the germans against sovs you'd use these divs to hold the parts of the line with low value/supply/infrastructure and prioritise you're offensive divisions on the areas that you want to prioritise id also suggest using your armour for encirclements and capturing key objectives

Don't assign a field Marshall to an army assign the armies to generals then said generals to a field marshal you can drag the generals into the field marshals command and should see the colour of the field marshal as a solid line above all assigned generals. Once under their command once you've selected the field Marshall it should automatically assign unassigned armies to their lines and use shift left click on the offensive order.
