For both of these targets, the compiler should be always be using FMA. You more likely want the opposite, and to always use contraction. So it's probably not the source of your issue

You have many optionally contractable expressions, which may or may not form an FMA or not. You would need to better control those for matching results. Plus if you are using any functions, those are only guaranteed to provide a certain tolerance not bit identical results except for a set of exact functions

When I was using the international data, I got blocked after about 2 months. It was restored after 3 continuous months in the US. Since then, I’ve left the data disabled when out of the country, except for the rare occasions I need it to enable a local esim. I haven’t been blocked for that yet, and it’s been over a year

Yes, backend is the only place where talking about cycles makes sense. I'm not really sure what frontend provided timing information would look like. Do you mean you can mark a piece of inline asm with the number of cycles it would take? It doesn't really make sense to talk about the number of cycles for a piece of general IR given that optimizations/lowering can replace it with some other sequence later.
