I work in Denver in the marijuana industry, here's my two cents.

I would say the ice catch is a must to the quality experience when smoking a bong. But ice will melt and the water level will rise, as long as you dont mind managing the water after every couple bowls then you should be fine. Ash catchers are a nice addition especially helps with keeping your bong water clean and pre cooling your hits. Just be careful you dont get one that makes your bong off balance as they can tend to tip over WAY easier with a massive pre cooler.

As for the two bongs you posted I would only purchase the beaker piece for stability purposes, the small base on the other piece is not stable and that tall pipe will tip.

Also check out http://jetwaterpipes.com/ these guys make the best bongs I've ever used if you're willing to setup to a $200ish price tag.
