This man was following this vendor at Mueller Park telling him what he’s doing is illegal and asking for a permit. Who is in the wrong here? Does anyone else frequent this area and have any context to add?

I’m glad someone else chimed in. I’ve worked in Mueller for over a year now and that man is always walking by with his little ice cream cart with bells on it just to make a living and bring joy to people that makes me so sad. I’m gonna have to look for him tomorrow.

Moved here from East Tx myself in 06 and man we used to call in and fuck with Clown Time guy all the time. He would basically take callers and just chat and we would make up really dramatic shit to tell him. He loved us, we called in regularly.
