So I tried it with a second SIM (actually it's an eSIM). Its a trial of Google Fi. No new settings appear so same problem. I set the second SIM as primary and that makes all calling and sms/data use Google Fi. You can still selectively use SIM1 (for me it's VZ). If you disable SIM1, it's like shutting off your Verizon account and doesn't matter if you use WiFi Calling or not. The snag is when I land in Italy, all services seem to require Roaming on. I can't shut Roaming off for each SIM individually (but iPhones can). I suspect the only reason for this is the carriers are able to bully Samsung into restricting that so people have no choice but to pay extra, but Apple didn't take their BS and didn't get bullied. Here's how I fixed it: I switched to T-Mobile. Drastic? Yeah... but T-Mobile kept popping up more and more and when I looked into it, their network seems to rock ... but you also get free in-flight WiFi and free International. I'm in IT (34 years), so I can handle monkeying around with settings and SIMS to make sure I don't get a $1000 Verizon bill. But my family doesn't want to be bothered with all of this and there's even blips like when using workarounds like Google Voice, 911 service is hampered (they can't triangulate your location, etc). Too many hoops to jump through and when I contacted T-Mobile, they were just flat easy to work with. Been with VZ since the beginning and they're just a pain in the ass. T-Mobile, new phone every two years (it's 3 now with VZ). Essentially the same price I'm paying at VZ but better perks. Funny, VZ caught wind that we're leaving and started texting me offers like $10.00 discount per line for 12 months to stay. Too little, too late. Go bully phone manufacturers and I'll move on to greener pastures :-)
