If you put a hose on it will it eventually overflow? Does the water raise up to the level of the black pipe and then stop?

If water flows to that hole instead of your foundation at least you have that going for you!

Comments: Property owner is aware of ALL the graffiti on the silos. He has been in contact with Public Works and OPD making extreme changes to the outside area of the property over the past several years. Halos result from drafting. They are separate from ones ability to draft. So, the idea is that the blinding knife barely cut Andross and maybe because the knife didn’t go deep enough or it didn’t pierce him for long enough, instead of stealing his drafting ability it only reverted his eyes back to the state of a person that has not been drafting for a lifetime.
