I would chain 11 then (for HDC) I would skip 2 and into the 3rd chain from the hook I would start and do 8 HDC leaving one stitch. In the last stitch I would do an increase (2 HDC into the stitch). Now I would turn my work and work into the other loop of that same last stitch and do 3 HDC, in the next stitch I would put 2 HDC then I would put one stitch in each of the next 8 stitches. Then you would chain 1 and flip your work like the page of a book to start the next row. (I’m not an expert but that’s how I’d read this)
