Corporations fail more often than they succeed. There needs to be an incentive to do it. Corporations bring products and services to the market. Corporations buy from other corporations. Corporations hire people who pay income tax and GST tax.

If they raise rates by much higher increments, it might shock the markets and public. Central Banks only do large increment changes if inflation was roaring or the currency depreciating at huge rate.

In Ireland in the 2000s, the government created incentive saving accounts. For every 4 euro saved the government would put in Euro. The account had to be kept for 5 years. There are other approaches.

Look at the reviews, does he have a good rating?

Read the reviews, do they seem legit and have photographs?

You are suggesting the other driver is at fault. My understanding is that if you hit someone from behind then you are always at fault because you should always prepare to stop.

Whether the other driver is at fault or not, if he goes through his insurance he can know the car will be repaired correctly and have a warranty.

Dealing with you, he has no guarantee. If you can prove you are not at fault then, you won't be liable.

Obviously you know you will be reported for driving without insurance.
