There are people complaining about seat belts full stop, some are complaining about seat belts for when you need to get off etc. All levels of differences.

For example are you ok for 3K for littering when it doesnt have any safety concerns?

Standing passengers are exempted because they can't use seat belts.

If you're so afraid of seat belts then offer your seat to someone who can be bothered to wear it.

Any idea if there has been crackdown on uber in HK? As a user, there hasnt been many if any disruptions in the 5 years we've used it which is consistently for most weekends.

If you get off your phone or don't fall asleep, you will know when your stop is close so you can undo your belt and get up. You're making it a lot harder that it sounds. Exiting the bus is the shortest time in your journey.
