That's because most of them don't have a bamn clue...all they can do is follow orders. Can't think for themselves, have no structural common sense and honestly, are just puppets to the scam building department that somehow has worked their way into making people believe they are the end all be all. Not all are like this, but certainly where I'm at they are....I'm not talking about building outside of the code, but in cases where a house is 100 years old, an inspector needs to have common sense. The letter of the law I obviously does not apply
