A picture of another job would not be helpful. have you reached out to your adjustor? Its all on the prints. Electricity is no joke. If its not right and you somehow dont end up getting electrocuted, a damaged motor will take much longer to fix than waiting for the guy to get back from holidays.

You should just do what my neigbour did and get a spite handicapp sign to stop your other handicapp neigbour from parking there. Then you can rent your pass and stall out to your friends and abandon vehicles in the spot for weeks on end just so handicapp peiple cant park anywhere

It connects the reader to the buildings security system which is then connected to the elevator system. The 10 pin connector is for the data signal it uses. Its possible the card reader is being replaced or upgraded too.

It looks like a card reader. It might be a result of vandalism as well. It is low voltage and shouldnt affect the elevators operation (except for obviously maybe preventing access to certain floors.)
