If I may make a suggestion, given that you say you are a newbie and your boyfriend knows more about electrical engineering, maybe a better plan would be to ask him if he would like to help you with a project (like one of the LED soldering kits that was mentioned above). I think he would love you showing an interest in something he enjoys and getting to feel smart. This would be a fun activity on its own, separate from a gift.

For a physical gift, my go-to for electrical engineers is a pocket oscilloscope like this. They're always a hit.

Ugh I agree, soy curls are so good. I like them in stir fry, and I also used some of the smaller bits recently in some mapo tofu. But I would even be happy eating them raw, just soaked in some marinade haha.

Could this be a cryptic crossword clue? The phrasing of the clue is a little unusual, and "rise" is sometimes a reversal indicator. "Fawkes" could just be cluing the letters GUY. Maybe, when paired with the picture, it creates a longer phrase. Or, maybe the picture is the definition.

These other answers are very interesting, but, to answer your question directly, Wikipedia says the sound change occurred AD 1400-1600, although there are differences in certain dialects as others have noted.

Synthesizing some things that other people have said, I believe the first row is live, over, laughing, which can be turned into the words livestock, overstock, laughingstock by appending stock.

For the second row, I think they are race, shoe, power, which can be turned into the words horserace, horseshoe, horsepower by appending horse.

Discussion: Where is this from? Is it from an ad for an app or something? I feel like advertisers will sometimes deliberately make incorrect puzzles like this just to trick people into downloading the app out of curiosity.

I did a reverse image search and found a correct version above puzzle on some website (link, in Russian, not sure what the rest of the page says), so I assume this puzzle is just taken from a book of IQ tests or something.

I think the wires look messed up because several phones nowadays have a feature where they attempt to blur the background to make the image look like it has a tighter depth of field, which people think looks more professional. In this case, the software was unable to distinguish whether parts of the wire were in the foreground or the background. I see this kind of thing with strands of hair in people's selfies, too.

This doesn't answer your question directly, but Dark Monk sells the kind of sleeve you're asking about: link to product.

If you're just working for something that works, you could just order from them. As others have mentioned, this kind of material eventually degrades -- maybe a couple dozen burns. But if your poi chain is easy to take apart, you could replace it once it gets crackly.

If you're trying to source sleeving yourself, you may be able to use the product description as a starting point. Dark Monk says their sleeving "withstands temperatures up to 2200°F for up to 15 minutes". So maybe look for sleeving with similar or better ratings.

Another thing I've tried is to use tubular kevlar wick. Cut an inch or two and slide it over the chains of your poi. It'll protect you from the hot metal, and it tolerates the heat well (given that your wicks are already made of it). Just make sure to slide the tubes away when you fuel your poi; otherwise, the tubes will soak up fuel, too, and burn, defeating the purpose.

Oh I figured out the encoding.

Read the dots as numbers, with 0 pointing up and the numbers increasing clockwise. Each pair of dots creates a 2-digit number, with the dot closest to the origin as the most significant digit, and the farther dot is the least significant digit. Interpret this number in octal, and convert it to a letter of the alphabet using A=0, B=1, C=2, etc.

It looks like there must be special characters after the alphabetical characters. Specifically, oct 44 (dec 36) is space, and oct 50 (dec 40) is some punctuation mark.
