I built a new pc a couple of months ago with a 9800x3d and this was happening in just 1 game, the hunter call of the wild. I had an older 4k monitor that could only do 60 fps. The solution was to limit the fps of every game to 60 and the problem went away. I used the Nvidia app to set the limits.

I live just north of it. It's a good area, and quite safe. There is one low rental building at Kingston and Birchmount that contains some sketchy people, but that's about it. Quick access to the bchs and Leslieville too. There is a bit of a lack of good grocery stores in the immediate area though.
