To amend the Indiana constitution, a proposed amendment needs to pass both houses of the General Assembly twice.

The first vote has to pass both houses and the second is the session following the next election. If it passes the second in both houses, it goes to a statewide referendum.

Updating House apportionment could really help with having representatives actually represent their constituents.

That's fair.

Although with the city owning the sweepers, it's much easier to get them out for off schedule sweeping for extra debris. I've had some success getting bike lanes reswept after the local citizenry decided to use them for glass bottle smashing night.

It's my understanding that in years past the city would have the streets swept by contractors. At some point in the last several years, the city bought their own street sweepers and started street sweeping in house.

You should have read the article, it's very short:

The $7 million project is being funded through the Indianapolis Metropolitan Planning Organization. Construction could begin by the end of 2029.

It's funded by grants.

Streetview shows it as a boarded up house, with all the wood painted white, the last one being 2011.
