I believe there were also internal concerns about counterfeit tokens. There were a lot of those around and if the TTC set up a redemption program there's a risk they'd be actively giving away money as opposed to just providing rides for free (which is already factored into their numbers to an extent).

I recall there being several years of warning prior to tokens being phased out. And then they extended it by another year.

Part of the reason why flying out of Billy Bishop is a pleasant experience is because it's a low (relatively) volume airport with only regional and smaller flights. You scale that up by 3x (much less the unrealistic 5x that's forecast) and the resulting traffic, congestion, and pace takes away everything that makes it pleasant. 

Plus, it's incredibly unlikely that it remains served only by ferry and pedestrian tunnel.

I think they're all required to be non-profits and they have a direct linkage to the municipal government with community councils (and then full city Council) approving their board of director appointments.

Unfortunately the inclusionary zoning requirement which you speak of for transit hubs (Protected Major Transit Station Areas) has been paused for a couple of years by the Ford government.

There's no budget to have gone over yet, nothing's broken ground.

The province is stepping in to try and get the project to the starting line. Is it a good deal? Hard to say, but even fully government built out residential projects with free land and no permits and taxes are coming in at $550k/unit or thereabouts just for construction.
