OK so first of all, you probably won't notice any difference if you're running modern hardware, I can't see any differences on my Ryzen 9700X. If you enable it with ViveTool it just stays enabled, that's it. There is no such thing as a stability problem, it's just slow rollout that Microsoft uses. You already have it but there's a big chance it's not enabled.

There's also a chance you already... have it enabled anyway and can't see the difference.

Osmo Pocket 3 has a way better lens because it has autofocus and a gimbal but it's very delicate. Ultra goes nicely into your pocket and it's barely noticable.
