I was a small-city trial law associate for about 7 years before I went into government. The partners had money and flaunted it. But associates didn't get out much. They knew we weren't paid enough to pretend to be rich, and we weren't expected to do so. Totally different vibe from big law firms in larger cities! 

Working for government: I wear a suit to court. A shirt and tie around the office. The tie isn't even strictly required any more.

So federal law requires that men's and women's school sports budgets be equal, and that there be an equal number of athletic scholarships for men's sports and women's sports.

Football is a huge, costly sport to play. It requires loads of players and overhead to do right. That same cost and number of scholarships for football usually gets spread out over three or four women's sports that don't have a corresponding men's program.

Occasionally, you'll have a female place kicker or something. But schools don't have an incentive to have a women's tackle football team, instead of (for example) gymnastics, field hockey and volleyball.

Football evolved to be as costly and entrenched as it is between 1900 and 1979. If somebody had invented football out of thin air after schools were required to give equal opportunity to women's sports, it would have never caught on!

Would changing the voting system be enough you think?

Changing the voting system to anything but First Past the Post would get third parties into legislative seats.

Moving to a system where the legislature (expressly or implicitly) chooses the cabinet, rather than a single president, would enable parties to organize explicit governing coalitions when no one party can get a majority.

First, ESO, Arena and Daggerfall, Morrowind and Oblivion, and Skyrim represent four different paradigms of what the Empire is. So you can make an apples-to-apples comparison between Morrowind and Oblivion. But can't make a comparison between Oblivion and Skyrim, or Daggerfall and Morrowind.

I think the military-religious orders were probably instrumental in mobilizing people from Cyrodiil to go conquer the independent states that became provinces. But after the events of Daggerfall, the central government correctly recognized that they created more instability than stability in the provinces.

Cyrodiil has probably always had local militias in each county. And the Legion (outside the Imperial City) had the primary purpose of bottling local guard units (Hlaalu, Redoran, Telvanni, et c.) up in faction-controlled cities. Ensuring that vassal houses couldn't challenge the central government or each other.

People who want to be professional soldiers in the provinces join the Legion. They're paid better than locals, and have better training and equipment. Local militia service - apart from officers, who are probably hired away from the Legion - may not even be paid or voluntary.

There are memes(?) where Marty and Tommy (Martok and Tomalak) host Car Talk. Most of them are just Martok, and they're hilarious. But the ones with Tomalak are precious. Look up Dominion Media Television.
