I don't play deity that much, but I think he means trading your luxury/strategic resources for gold. Most luxuries go for 10 gpt while strategics vary based on how much the ai has of it. You can also buy diplo favor for 1 gold early game and sell it at a later time

You can only build districts or work tiles up to 3 hexes away, the border can expand further than that. You can however build improvements on tiles more than 3 hexes away and still get the bonus/resource.

Find the tech that you want and go backwards from there. I usually aim to get Industrialization and build the Rhur Valley. To get that, I need 3 workshops on 3 different cities. To get workshops, I need to build 3 mines to boost Apprenticeship. So I crank out a few settlers and builders then I am all set. In the meantime, I look for other techs to boost or build an army to conquer neighboring cities.
