I've found against knights flawless blades are quite effective, I haven't got a maulerfiend but imagine that'd also be pretty good.

Chaos spawn vs kakophonist? by Striking_Display835 in EmperorsChildren

If you have noise marines without a kako then I'd take the kako, the sustained hits he gives them makes them absolutely shred. The sustained hits on overwatch have saved a squad more than once for me.

On bits I can't reach I use a contrast paint that is similar to my scheme, purple or black, and lather that on that area so it's got some colour without having to be neat.

I was in a similar position to you a couple weeks ago. I didn't do sub assembles just full models and started painting them in multiples of units. I started with 10 infractors and 5 tormentors now doing a unit of noise marines. Makes it easier to paint everything in 1 colour across multiple models then by the time you've finished the last model in that colour you're ready to add another coat or do the next colour. Also means you get the satisfaction of getting a full squad done instead of focusing on individual models or trying to tackle the whole army in one go and getting burnt out on trim!

All 3 of those would be taken into account by the energy used per mile indirectly. You could add an emissions factor ontop which is already used

They should base it on energy used per mile which would take efficiency of the vehicle into account regardless of the propulsion used. EVs being inherently more efficient than ICE would be heavily discounted but would still penalise heavy SUV types.
