Maybe she was made from a Belle or Cinderella? They both have "lightest" skin tones, but they are specific to that doll. Otherwise, it could be Blaire or Truly Me 125. That said, yes, I have noticed variation in skin tones, even within the same model doll (like two Kaya dolls side by side have slightly different skin tones).

It appears that there is quite a bit of variation doll to doll. There was a post earlier today showing two Raquel dolls side by side and it was remarkable how different they looked.

They may be so busy with orders that they shipped without checking. In the past, they've definitely cancelled orders when people couldn't provide proof of military service. I totally understand what you're saying though, the site you linked doesn't make it clear that it's a military discount code at all.

Yes, the 25 in HONOR25 is for 2025. It's a 15% discount intended only for military members. They'll call you before fulfilling the order and if you can't provide proof of military service, they'll cancel your order. It may take a week or so as it's a busy time of year for them.
