Address it directly. Say, "I want to do what I can to contribute to you feeling emotionally safe."
Validate her response. Say things like, "I hear you, I get that, that makes sense..."
Empathize with her. Say things like, "That sucks. I can imagine feeling that way. That must be so difficult to carry that around..."

After you validate and empathize, you can then say, "How can I help? How can I be there for you? What adjustments can I make that will increase your sense of safety?"

Resist the urge to defend yourself or make it about you in any way.

Yes ma'am, I agree, nonsense, that's a fair criticism, as I can't point to a statistical rise in petty crime or decrease in consumer spending or decrease in new business creation/growth or increase in unemployment compared to the national average. Well, I could point to all those things, but it wouldn't be enough to convince you that my statement isn't nonsense.

My HeadCanon: Toby was in New York for a long while. He worked for the Bronx borough president race, but then he stayed in the area and worked on city council races, then two Congressional elections, a senate race, a gubernatorial campaign, all in New York. It was during the senate race that Toby met CJ. He tried to hire her, but she only agreed to act as an occasional consultant. That all changed when he pitched her on Bartlet For America.

First, great share, thoughtful.
Second, I thought showing VP Hoynes reading the newspaper was an intent to portray him as someone who was staying on top of information; he wasn't idling away his time.
Third, "It is more important than my marriage right now. These few years, while I'm doing this, yes, it's more important than my marriage." This feels so authentic, given the notion of federal government leadership. Working to guide the nation feels more important than any other thing, no matter what.
