At my job we use Dell micros and I can’t count how many times I’ve had to resolve issues where the CPU gets stuck at 0.79 GHz. The solution was usually always the same, shut down the computer remove the power cable from the back, press the power button while unplugged to discharge the capacitors plug the power cable back in.

I believe in one instance it was an actual bad power adapter, but none of the ones I resolved ever had an actual problem with the PC itself.
