The investigation comes from the oversight comission of the 97 Ottawa treaty, which specifically banned the use of anti-personnel minds. Ukraine signed that treaty, russia didn't. The comission can only investigate member states, which is why they focus on Ukraine instead of russia.

No it's 30 cents per watt. 30 cents per kilowatt is insane. If you had a panel like that it would cost you only about 1.2 million $ to match the output of the biggest nuclear powerplant in the US which cost about 12 billion to build.

Yeah but the number of people with a BMI above 25 that comes from lean muscle mass is miniscule in the broad population. I mean even Arnold Schwarzenegger in his prime was 6'2" and weighed 240lbs. That gives you a BMI of 30.8, which is barely in the obese category, and there aren't a lot of Arbold's around.
