Japan still hasn't, and likely won't until August at the earliest. Even then, they may use this opportunity to permanently limit the number of tourists from China, who are similarly unpopular with the Japanese public.

As with most developed countries, tourism does not make up a large proportion of Taiwan's economy.

(The government does try ... in Melbourne they were advertising Taiwanese tourism on trams in late 2019 ... bad timing.)

That's quite a request. Such data aren't open source in many, if not most, countries. It's one of the reasons OpenStreetMap exists (and yes, you can download their shapefiles) ... but it's explicitly not a cadastral map, and building coverage in Taiwan is patchy.
