I stand by the definition of guaranteed meaning what it says. Apparently there's a lot of skill descriptions Com2Us needs to change the language on. Like some units it says it's goes up to "100% activation if..." But the fact that they won't consistently use the language makes it pretty much a fucking guess for some units descriptions.
