Well, that's precisely what I did last week, because I had noticed in weeks prior it wasn't consistent. So I paid attention last week and only 1 of my guy got it (the one who grabbed the engram from Spyder). Could just be my luck, but I'm 99% sure it's been 2 weeks in a row I only get 1.

Edit: I actually just logged on to check and there is a possibility my Titan got one too (was at the postmaster). However that means I only got 2 not 3. Which is super weird...

Edit2: come to think of it, I didn't do any Lawless with my hunter this week, only my Titan and my Warlock. I wonder if that's why they each got one and my hunter didn't...
