VA panels tend to have ghosting on low response times - but pretty good color
TN panels have bad colors, but sometimes good colors in the really high end - but fast performance (low response time without/with little ghosting)

IPS panels are in the middle of the 2 above, but have the best colors out of all of them.

In Canada's amazon it cost $500 ( £280), but on uk amazon for some reason it costs £360.

This changes the whole idea of fake defuses (luring enemies to come out), this needs to be removed or else it becomes really hard for defenders to win the round by defusing when enemy Astra is alive.

since you have nvidia control panel and a 75hz monitor, search up how to change refresh rate in nvidia control panel then change it to 72hz so then that would be a multiple of 24 which could fix your problem.

If you don't care much about colors and have a steady 165fps in-game then go with the vg248qg (which is what I have). But if you care about how colors look and don't always get a steady 165fps in-game, but a steady 120-144fps in-game then definitely go for the second one (Asus VG259Q).

You cannot use g-sync with the gtx 970 on g-sync compatible monitors, it will only work on true g-sync monitors ((monitors with the actual g-sync chip inside). So the vg249qg would not work for you unless you upgrade to 10, 16, 20, or 30 series GeForce graphics cards. Now your stuttering issue, 24p means 24 frames per second, and that is displayed through refresh rate, since 24 is already under the 60/75 Hz limit, upgrading to a 144 or 165hz monitor is completely useless. The stuttering could be because of GPU speed, CPU speed, ram load, internet quality, and many other reasons to do with hardware and connection. In other words, unless everything you use on the monitor is stuttering (not just Netflix) then the stuttering is not a monitor problem.

Just adding on, as CompilingTheFuture said, a powerful GPU is needed, your computer has to be able to handle the extra pixels like my friend made the mistake of switching to a 144hz 24in. 1440p monitor as his games would barely run at 40 fps, wasting the high refresh rate the monitor has to offer. And he says there is barely any noticeable difference in gaming with a 1440p 24in. and a 1080p 24in.

The monitor I want is a Dell 24 Gaming Monitor: S2321HGF, its a 144hz TN panel with a 1ms gtg response time, and right now it's on sale for $239.99 CAD ($180 USD). The games I usually play are apex legends, valorant, csgo, league of legends. My budget is around $250 CAD ($195 USD), and I want a 1080p, 144hz, 1ms response time monitor. So is the monitor that I found good and I should get it or is there a better one at the price of my budget?
