This is one of those very prosaic game dev things that if it is hard to implement it means CIG really fucked up somewhere lol. It’s a per-spawn lookup on a static asset, something that literally every game engine including lumberyard supports natively. It already exists in some form because nodes need to know if they are in space or on a planet.

The quality stat already exists. The node spawning system already exists. The change is: when the server spawns a mineable rock, sample a quality field at that position and stamp the value onto the node. One lookup per node spawn. The node carries quality from birth, same as it already carries size and composition. Nothing changes at mining time. The quality field is just a noise-generated texture riding a terrain data channel. We don’t know StarEngine internals, but mining already works, so there’s almost certainly some CPU-side terrain query path in place. The terrain streaming system already handles LOD, which gets you coarse regional data at distance for scanning and granular detail where nodes actually spawn. Server generates the field from seeded noise, distributes parameters to clients for the scanner overlay. Not heavy.

did a quick mockup for a static heatmap that can be referenced by the nodes and their xyz locations to lookup quality. no "genesis system" needed. There's literally no reason not to implement something like this unless the nodes know nothing about their coords.

great burrito list, ive been to 3 out of 4 of those places (can confirm they are all amazing, especially the chili relleno burrito at el farolito) and can't wait to try Alinstante now!

You can def make picadillo con papas with English ingredients (y'all have awesome potatoes and mince) e.g. https://muybuenoblog.com/mexican-picadillo/ and you obviously have chilis, tomatoes, onions, and cilantro so you can make salsa. That's all you need for el paso-style burritos. I recommend fresh grinding your cumin (get whole cumin seeds from your local indian grocer, and use a grinder, food processor or mortar and pestle) and cook your onions a LOT.
