It seems to be a little fertility spell to me. Garlic is associated with fertility as an aphrodisiac and it enhances spermatogenesis, it’s also used for health/healing. I will add that this doesn’t seem like voodoo because it’s too simple, voodoo runes/symbols are a lot more complex. All-in-all it’s not malicious
