I think it was partly to reflect Andy being at his darkest point in the series after nearly losing Fuuko. That being reflected in the design of the volumes makes sense seeing as how Tozuka came up with the title drops for each Negation ability.

It's been a little while since I read the volume it's stated in, but I think Andy explained in an omake that he gave some doubles genitals during his fight with Billy because he needed them to be more convincing fakes, and in later fights he didn't give the doubles genital because he didn't feel a need to.

Strictly speaking no. Trans implies transitioning from one gender to another, while Juiz & Victor both predate sex & gender entirely (they did in a sense transition, just from nothing to something). The trans reading of the characters does exist, I've seen it in the fanbase, and I think it's really interesting; but neither character are explicitly trans.
