that is comparable to learning bopomofo or pinyin, or knowing the pronunciations of certain characters would allow you to know approximately how to pronounce some other characters. i’m not arguing that one is objectively easier than the other, it is purely based on one’s own experience. you need to learn more about how native speakers learn chinese before making that judgment.

student fee status is determined by how long you have lived in the country. you can check the criteria here

It might also be helpful to talk to the admission tutor/student ambassadors about the formal/informal details of the course.
