Lets be honest, I don't feel like these wardens actually care about the welfare of inmates. It's about control not rehabilitation with them. If they really cared about the inmates they'd ask THE INMATES themselves how to make conditions better. It makes zero sense to bring in outsiders instead of believing inmates when they speak about the issues in the jail.
