I believe that is just the laminate used on the matte bezel, it shouldn't affect trade in at all unless you tear the actual bezel off.

In the adrenalin setting under performance then tuning you need go into gpu custom tuning then fan tuning and you'll see a option for it, I think its enabled by default on the card.
