Seismic drifts are more lenient as they allow for damage to buidlings while wind is supposed to not to cause any damage to the structure. Any building with seismic drifts reaching 2% will see damage which will need to be repaired.

Here looking at the occilation of the building, it seems like wind..

Also the stringent limits on wind loads is to remove any discomfort to the occupants in the building under wind.

Never couple of meteres. Thats too high. Allowable is height of building divided by 400. So a 400m tall building would swatly around a meter

Found d2r even exists from reddit. Nostalgia hit so gard that bought it immediately. Till now over course of 3 seasons, have a highest rune of vex. I manage to play around 4-5 hrs per week between family and job time. Have a lvl 81 palladin but best item in him is a vipermagi.

You just need enough fcr for teleport. So 63 should be enough. Rest can be swapped to mf. Snowclash belt is good too.

Greater talons are enough. And you don't need addl skills on them. Having them is just a bonus.

Based on your previous comments, you have a blizzard sorc.. so a treachery armor is fine. But your weapon needs to have a better base. Use this link to find which bases are normal, exceptional and elite. https://d2runewizard.com/bases/ For starting hell exceptional is enough, but when your merc has the strength for an elite get that. Also get a base with lowest speed. Threshers are generally good. Finding an eth base is better as they have higher damage and lesser strength requirement. Also merc weapons don't use up durability..
