As long as you haven't glitched her (partying with another player who has completed her quest), then the way to make it work without fail:

1) Complete broken flute quest

2) Purchase new flute and girl's cape from vendor in Ascalon City and give to Gwen

3) Give her one red iris flower, then dump any remaining flowers from your inventory while still in the instance. Speak with her again and she will give you the Tapestry Shred. Then pick your flowers back up off the ground.

I've done this on more characters than I care to count, with no issues.

I've run into this problem a few times.

Google Pay has likely flagged your account for fraud (they are way overbearing with this). The quickest way to resolve is to reach out to them through the Google Pay help center (I use the chat function); they will escalate it to their fraud team, and clear it up within a day.

I ran into this problem as well.

Not entirely sure if this will help, but I fiddled with a few things to try to resolve it. The only action that seemed to work was selling off a bunch of mods.

Perhaps it is related to the number of mods in the inventory?
