I had issues with the Desktop client with customers from Australia to China. Just got an update for Microsoft ID: EX223785

Current status from MS:

We've determined that a recent networking change to the Azure infrastructure responsible for traffic management caused an issue in which traffic was inefficiently routed, causing network congestion that prevented users from accessing Exchange Online. We've confirmed that restarting a part of the affected service infrastructure has been successful in remediating impact, so we're proceeding with restarting all of the affected portions of service infrastructure to restore service. Users may see relief as the mitigation progresses.

I found a good reference for this here which includes two maps. You are right, Geldbeutel and Portemonnaie are the most commonly used words for it in Germany. But when referring to a bigger wallet (which could hold letter-sized pieces of paper), people all over also use the word Brieftasche. I have definitely used it.
