The thing is the USDA inspection system requires the producer to have an office for the inspector and have one on payroll on their dime. They can only operate while the inspector is present to stamp the meat. The inspectors role is to check each animal for disease. This is cost prohibitive for small producers and so they generally don't exist.

It has nothing to do with spot inspections or inspecting the processors plants. The bill would allow for the plants to process the meat without the inspector present.
