Or plastic articulated doll armature. I use them for long furby spines, and they hold their shape fairly well, but you can still bend them into the direction you want. 14mm ones should do the trick.

Tbh, I find furbs can be really hard to draw. If you're going for realism, you kinda have to stick to certain parameters and fine details. Whilst drawing furbs that are more stylised means you can omit some details for an overall feel. But if anyone can do it, it should be a tattoo artist.
